Did the conservation groups really take this issue to the BLM a couple of years ago ?

Did BLM then use/encourage the RAC's to develope the issue ?

Who will benefit most from decisions made on OHV use and access to your public lands - conservation groups and their proposals,
permittees and their proposed exemptions, or you the public ?
Have you participated in the process and do you feel that these public agencies (BLM/FS) adequately  represent your (public) interests and comments ?
